Jessica Cameron, Ernst & Young, LLP
Jessica Cameron is a member of the Washington Council Ernst & Young practice where she advises corporations, nonprofits and trade associations on a wide range of international and domestic tax policy issues.
Prior to joining Washington Council, Jessica served as Counsel to Speaker Paul Ryan (R-WI), where she assisted with the passage of the 2017 Tax Cuts and Jobs Act and advised the Speaker on tax, oversight and all legal matters of the House. She also served as a Legislative Assistant for the US House Committee on Ways and Means under Chairman Dave Camp (R-MI) where she focused on social security and retirement issues.
Jessica received a BA in Business Economics and a minor in Accounting from the University of California Los Angeles and earned her law degree from the UCLA School of Law. She is a member of the State Bar of California.

Payton Matherne, Ernst & Young, LLP
Payton Matherne is a Tax Senior Manager in the Global Compliance and Reporting practice of Ernst & Young LLP's New Orleans office. Payton has over eight years of experience in public accounting in tax compliance and advisory services, supporting a diverse portfolio. Her industry focus includes health care, telecommunications, and private credit asset management.
She has deep expertise in the preparation and review of consolidated C Corporation returns, as well as tax provision calculations for financial statement reporting under GAAP, including effective tax rate analysis. Payton also has extensive experience working with clients that operate across multiple states and international jurisdictions. Her partnership compliance work includes preparation and review of filings, with a focus on foreign investor-related withholding requirements.
Payton holds a Bachelor of Science from Louisiana State University and an MBA from Nicholls State University. She is a licensed CPA in the state of Louisiana and a member of both the American Institute of CPAs (AICPA) and the Louisiana Society of CPAs.

Jeremy McMullin, Ernst & Young, LLP
Jeremy McMullin is a Senior Manager with EY's Indirect Tax practice in New Orleans, where he practices primarily in the area of state and local tax, with particular emphasis on multistate income and franchise tax, and state audit defense.
As part of EY's Indirect Tax practice, Jeremy has also consulted clients on state sales and use tax issues, as well as state tax credits and incentives.
Jeremy serves a diverse client base, advising clients across numerous industries, including energy, construction and engineering, food and entertainment, manufacturing, and consumer sales.
Jeremy is a graduate of the University of Florida, where he received a Bachelor of Science degree in Accounting. He also received a Master of Science degree in Accounting from Louisiana State University. Jeremy is licensed as a Certified Public Accountant in the state of Louisiana.

Janell Pulliam, Ernst & Young, LLP
Janell Pulliam is the tax private client services leader of the Louisiana and Mississippi tax practice and has over 25 years of public accounting tax experience. Her experience includes federal and state tax compliance, tax planning and consulting, family business consultation, transaction planning, tax accounting services and tax controversy services. Over her career, Janell has served various types of clients ranging from publicly traded multi nationals to locally owned family businesses/owners. Janell's experience also spans across numerous industries including energy, construction, manufacturing, professional sports and technology.
Janell serves as a learning facilitator for the EY private client practice where she leads training sessions on technical topics, project management and relationship building skills. She is a licensed CPA in Louisiana and graduated with a Bachelor of Science in Accounting from University of New Orleans. Janell is also a member of the American Certified Institute of Public Accountants (AICPA) and the Louisiana Society of Certified Public Accountants.

Jason Yen, Ernst & Young, LLP
Jason Yen is a principal in the International Tax and Transaction Services practice based in Ernst & Young LLP's National Tax Department in Washington, DC.
Jason advises clients regarding all aspects of U.S. international taxation, including cross-border acquisitions, dispositions and restructurings; foreign tax credits; and inbound taxation. Jason also advises clients on global tax policy developments, including with respect to the Pillar Two global minimum tax.
Prior to joining the EY organization, Jason was the Associate International Tax Counsel for the Treasury Department's Office of Tax Policy. During his Treasury tenure, he participated in many significant international tax developments, including the original Organization for Economic Co-operation and Development (OECD) Base Erosion and Profit Shifting project, and the development of the Tax Cuts and Jobs Act of 2017 (TCJA) and the Inflation Reduction Act of 2022. In addition, Jason was the Treasury Department's lead delegate to several OECD working parties.
Jason also led the development of numerous TCJA-related regulations, including several rounds of guidance with respect to foreign tax credits, as well as guidance relating to global intangible low-taxed income, foreign-derived intangible income and anti-hybrid rules.

Sjaak de Pagter, Ernst & Young, LLP
Sjaak de Pagter is a Principal in EY's International Tax and Transaction Services practice focusing on multinational organizations with cross-border tax matters. He is based in Houston, Texas.
Before moving to Houston in 2014 and becoming a member of the EY US International Tax Services group, Sjaak worked in the EY Rotterdam (The Netherlands) Oil & Gas tax group and subsequently served as a member of EY's Tax desk in Chicago where he aided clients on a variety of Dutch and Europe-wide international tax issues including restructuring, inbound finance, permanent establishment concerns, withholding tax issues and income tax treaty application.
Sjaak assists large multinational clients in navigating various U.S. and foreign international tax provisions and developments, both pertaining to the United States, and Europe and the OECD (e.g., the OECD's BEPS project). Sjaak has experience in practicing in all fields of international corporate tax services, including tax planning, with a focus on structuring/restructuring, reorganizations and mergers and acquisitions.
Sjaak holds a Bachelor's and Master's degrees (cum laude) from the University of Tilburg (The Netherlands) in Tax Economy. Sjaak also holds a Bachelor Degree in General Economics from the University of Tilburg. Sjaak is an Enrolled Agent with the IRS.
